man you are comparing SoC here not the architecture of arm cortex a8 or a9!

in essence it's amlogic m1 vs samsung hummingbird and the winner definitely the hummingbird

Also, the poster needs to realize that the Mali-400 can have more than one core. The single-core Mali-400 found in the AmLogic 8726-M1 does get beat by the PowerVR540. However, the Mali-400 in the A10 (also single core) is the same as or slightly faster than the PowerVR-540. Finally, the dual-core Mali400 and Quad-core mali-400 GPUs in the AmLogic 8726 M6/MX and RK3066 (respectively) chipsets OWN everything else. Particularly the RK3066. The GPU in that is close to a Tegra III in performance, it is a Mali-400 MP4.
